DEPARTMENT OF VETERANS AFFAIRS Network Contracting Office 6 (NCO 6) Sources Sought Notice: 36C24626Q1077 In accordance with Federal Acquisition Regulation (FAR) Overhaul Part 10.000 this Request for Information is for planning purposes only and shall not be construed as a Request for Proposal (RFP), Invitation for Bid (IFB), Request for Quotation (RFQ), nor an offer to negotiate or as an obligation on the part of the Department of Veterans Affairs. Responses are strictly voluntary. Respondents will not be compensated, and all information becomes property of the Government upon submission. Additionally, the Government reserves the right to revise and refine contract requirements before the release of any associated solicitation. 1. Title. Loading Dock Concrete Repair 2. Background. The Central Virginia VA Health Care System is requesting loading dock concrete repair at the Richmond VA Medical Center (VAMC). The loading dock treads and risers are damaged and is a safety concern. Period of Performance: project should take approximately 90 days to complete. 3. Scope. This statement of work outlines the labor, materials, safety requirements and construction processes required to repair the loading dock structure at the Richmond VA Medical Center. All work shall be performed in accordance with VA Design Guides, VA Master Specifications, OSHA 29 CFR 1926, and applicable state, federal, and local regulations. The contractor will repair the existing structure as well as the stairs treads and risers to the proper height as previous measurements. The contractor will also use rebar and steel dowls for added structure strength. The contractor will use 350 PSI concrete and install yellow safety treads on the existing stairs. The contractor will also seal the concrete to protect it from weather. The contractor will provide all labor, materials, tools, equipment, travel, qualified service technicians and supervision. 4. Specific Tasks. Key tasks include: Demolish existing failed concrete and damaged stair components Remove deteriorated #4 reinforcement steel Reconstruct loading dock platform and stair system to VA structural dimensions Install new structural reinforcement tied into existing concrete Place 3500 PSI concrete for the platform, stairs, and edge reconstruction Install VA-required safety bumpers and yellow tread markings Apply required finishing and concrete sealant Comply with all VA and OSHA safety protocols (including daily JHAs) BUSINESS TYPE AND SIZE: For market research purposes, all responses to this notice will be reviewed, regardless of small business/socioeconomic category, including those firms that are identified as large businesses. Review of responses to this notice will support later determination of set-aside requirements, if a solicitation becomes available, where the rule of two is met regarding a set-aside, including set-asides under 38 U.S.C. 8127 and 8128 for SDVOSB and/or VOSB firms registered in the SBA Veteran Small Business Certification (VetCert) database, in accordance with priorities set by regulation. NOTE: A set-aside category has not been determined. The information compiled by this sources-sought will be used to make the determination on the best procurement strategy for this requirement based on the current market. ADMINISTRATIVE: The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) Contract. FAR 36.204(b) Disclosure of the magnitude of Construction projects: Between $25,000 and $100,000. The North American Industry Classification System (NAICS) code for this action being considered are 238110 with a size standard of $19 Million. However, the results and analysis of the market research will finalize the determination of the final NAICS code and procurement method. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. INSTRUCTIONS FOR RESPONDING: 1. Please provide a positive statement of interest in submitting a quote based on the general scope of work description. 2. Please identify your company s business and/or socioeconomic category. If your company is either Small, Large, Women owned, SDVOSB or VOSB, etc. Also state whether you are currently certified for North American Industry Classification System code (NAICS) 238110 Poured Concrete Foundation and Structure Contractors. Current SBA size standard for NAICS 238110 is $19M. 3. Please provide a capability statement. Describe your company s in-house capability to accomplish the summarized project scope/goal; and confirm that your company can obtain performance and payment bonds to cover 100% of the value of the requirement. 4. Please state your firm's name, address, UIE and CAGE number, and primary point of contact, including telephone number(s) and email address. 5. Please provide the following information for your three most relative, recent projects: (a) Contracting agency address and contracting officer s name, email address, and telephone number. (b) Contract number, date, amount of award, and date of completion. (c) Was your company the prime or a subcontractor? If performance was as a subcontractor, please provide the prime company s business name, address, email address, and telephone number, as well as the name, email address and telephone number of a specific contact person. (d) Describe items/services provided under the contract. (e) Please state if there were any performance issues under the contract resulting in the issuance of a Cure Notice or Show Cause Notice by the Contracting Officer.
