THIS IS A PRE-SOLICITATION ANNOUNCEMENT. Project Title: Bldg. 100 Roof Top AHU-8 Replacement at Palo Alto VA Medical Center, Veterans Health Administration, Regional Procurement Office West, Network Contracting Office 21 (NCO 21) on behalf of VA Palo Alto Health Care System. Description: The Department of Veterans Affairs Palo Alto campus has a requirement to replace the AHU-8 in accordance with the draft statement of work (SOW) and specifications. Contractors must demonstrate their ability to meet all requirements listed in this notice. See attached draft document for additional information. All information in this pre-solicitation announcement is a draft and subject to amendment(s) and is in no way binding to the Government. In consideration of time, a draft copy of the SOW is being posted along with the specifications for review ahead of a site visit. A request for proposal will be issued as a total SDVOSB set-aside. The applicable North American Industry Classification System (NAICS) Code is 238220 Plumbing, Heating, and Air Conditioning Contractors, and the small business size standard is $19M. PSC Code is Z2DA, Repair or Alteration to Hospitals and Infirmaries. The magnitude of construction projects is between $80,000 and $100,000. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. This is a pre-solicitation announcement only. Solicitation documents will be available on or around early October 2026. The solicitation will be a request for quote (RFQ), which will contain proposal instructions, a scope of work (SOW) and specifications.
