Opportunity description
THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR EITHER A QUOTE OR PROPOSAL OR AN INVITATION FOR A BID. THE INTENT OF THIS SOURCES SOUGHT IS TO IDENTIFY POTENTIAL OFFERORS TO RECAPITALIZE THE NAVY HIGH VOLTAGE 230KV TRANSMISSION LOOP AND ALL ANCILLARY EQUIPMENT AND GEAR AT NAVAL SUBMARINE BASE KINGS BAY, GEORGIA. THE WORK MUST COMPLY WITH ALL APPLICABLE NAVAL AND UTILITY PROVIDER PHYSICAL AND CYBERSECURITY REQUIREMENTS. IT REQUIRES SEAMLESS COORDINATION AND A SINGLE POINT OF ACCOUNTABILITY FOR EXECUTION WITHOUT UNNECESSARY SERVICE DISRUPTIONS OR DELAYS. NO SOLICITATION OR SPECIFICATIONS OR DRAWINGS ARE CURRENTLY AVAILABLE. The purpose of this notice is to gain knowledge of qualified and interested participants in any of the following categories. These include large business, small business, 8(a) business development participants, HUBZone small business concerns, service-disabled veteran-owned small business concerns, veteran-owned small business concerns, and women-owned small business concerns. Potential sources should have current relevant qualifications, experience, security-cleared personnel, security approvals, equipment, financial capability, and cybersecurity certifications relative to the project. The project entails utility infrastructure upgrades and connection facilities for the Navy-owned and operated 230kV electrical power transmission loop that services NSB Kings Bay, Georgia. The recapitalized infrastructure must be capable of safely and reliably interconnecting with the regional 230kV transmission grid. Prior experience in coordinating high-voltage interconnections with a regulated utility provider is an essential requirement. Capabilities including live-line interconnection work, secure supply chain management, and cybersecurity expertise (e.g., NERC CIP, DoD UFC 4-010-06 for Industrial Control Systems) are considered essential for the timely and cost-effective completion of the project without coordination delays or interoperability concerns. The Government contemplates an acquisition to accomplish the wholesale recapitalization and cybersecurity hardening of the Navy-owned high-voltage transmission line and associated gear at NSB Kings Bay, Georgia. The modernized on-base grid will remain solely under the operational control of the U.S. Navy and is intended to service only the installation. The system must be designed to safely coordinate with the regional transmission utility for grid stability and reliability at the point of interconnection. Work will include relocation of the high power loop and crossing tower across the North River to a geotechnically stable site. It includes replacement of conductors along the primary transmission corridor. The new installation must meet all required Department of Defense and industry cybersecurity standards. This includes the wholesale modernization of substation digital protective relays with utility-grade devices and the implementation of a secure, encrypted Supervisory Control and Data Acquisition (SCADA) system. The Governments SCADA system must be capable of providing necessary operational coordination and data exchange with the utility providers dispatch center via a secure communications gateway. The contractor will replace closed circuit television metering transformers with fault monitoring capability. The work requires replacement of porcelain insulators, high-voltage bushings, surge arrestors, and ground-grid bonding systems ensuring compatibility with incoming power feed loads and feeds. The contractor must remove manual or gang-operated air disconnect switches at the entry bays of Substations 1 through 3. The project includes installation of smart supervisory-controlled Motor-Operated Disconnects and vacuum or SF6 circuit breakers equipped with high-speed differential bus and transformer protection schemes. It also requires wholesale modernization of substation digital protective relays utility-grade devices with full coordination between the encrypted installation Supervisory Control and Data Acquisition (SCADA) telemetry. All telemetry and relay configurations must comply with North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (EIP) standards. They must also comply with applicable DoD Unified Facilities Criteria 4-010-06 for Industrial Control Systems (ICS) standards and ad-hoc compatibility with existing utility infrastructure as determined by the agency. The anticipated period of performance is approximately 900 calendar days from award. The estimated magnitude for this procurement is between $100,000,000 to $250,000,000. The North American Industry Classification System Code (NAICS) is 221122 for Electric Power Distribution with a small business size standard of 1,100 employees. In accordance with Federal Acquisition Regulation (FAR) 15.101(c)(2), responses to this notice are not offers and the Government will not accept them to form a binding contract. Any information submitted by respondents to this notice is strictly voluntary. The Government will use the sources sought responses along with other market research to make various determinations regarding the procurement of the subject requirement. Industry will be notified of the results of the market research via the pre-solicitation or synopsis notice as applicable. GPC owns and operates the regional 230kV transmission grid that provides bulk power to the NSB Kings Bay point of interconnection. Any contractor performing this work must deliver a system that meets all relevant industry standards for protection, control, and communications (e.g., NERC, IEEE) to ensure safe and reliable grid operations. The design must allow for the necessary exchange of telemetry and operational data with GPC to ensure grid stability, without requiring the use of any proprietary utility software, hardware, or protocols on the government-owned portion of the system. Interested and responsible parties experienced in wholesale high-voltage power line work in Tier 3 security military installations with all necessary credentials and accreditations for both applicable naval and regional integration and interoperability standards should identify their interest and capability to respond to the requirement. We place special emphasis on cybersecurity specifications and supply chain security. Interested and responsible parties should use the attached questionnaire to respond to this notice. GOVBIDFIT SCREENING LENS
What deserves attention before you spend bid time
These screening signals are generated from the public notice fields stored for this specific opportunity. They are not eligibility findings or predictions; they are prompts for a faster, more disciplined review of the official solicitation.
This notice appears to be market research rather than a conventional bid invitation. A capability response, technical feedback or evidence of market interest may matter more than a price proposal at this stage.
The stored deadline is within ten days. Build an internal submission deadline and verify whether questions, site visits, registrations or approvals are due earlier.
The current feed does not show a program-specific set-aside restriction. That does not remove other eligibility, responsibility, registration or solicitation-specific requirements.
NAICS 221122 is the recorded classification. Use it as a screening clue, then compare the actual scope and deliverables rather than treating the code alone as proof of fit.
GovBidFit stores the source notice text, but its length does not prove the requirements are complete. Review official attachments, clauses, amendments and Q&A before relying on the description.
The source data includes 2 public contracting contacts. Use the solicitation's stated communication rules and deadlines before contacting the buyer.
